Prospective voters can register their names either in their home district or any other district that is convenient to them. But, one has to cast his or her vote in one's own electoral constituency.
In the first phase of voter registration that ended on July 15, a total of 12.3 million citizens registered themselves. It is estimated that some 3 million Nepalis are expatriates, while 1 million eligible voters who are in Nepal did not register themselves in the first phase.
Crowds were seen today thronging electoral offices of Kathmandu and other districts from early in the morning.
From here onward, Nepal is launching the bio-metric ID card system with photo and digital records so as to minimize election frauds and the number of fake voters.
