Round table conference: HLPC for quick decision on modalities

KATHMANDU: The High Level Political Committee today reached an understanding to move towards the Constituent Assembly elections without Mohan Baidhya-led CPN-Maoist if differences on the modalities of holding round table conference were not ironed out within a couple of days.

HLPC sources said CPN-M wanted the round table conference to decide everything and HLPC perceived it only as CPN-M’s tactic to delay or obstruct the CA polls slated for November 19. HLPC had decided yesterday to hold round table conference in principle.

“The HLPC is scheduled to meet CPN-M-led alliance at 11 am tomorrow to decide the modalities of the conference. Although, we are ready to hold the conference in principle, the HLPC and the CPN-M have differing views about the purpose and modalities of the conference,” said Unified CPN-Maoist leader Narayan Kaji Shrestha. The issue of whether to go for conference will be decided after assessing the agitating parties’ view on the purpose of the conference in tomorrow’s talks, he said.

In the HLPC’s understanding, the conference should be held only to formalise what the parties had agreed on during informal meetings, Shrestha said.

CPN-M wants the conference to decide the issues of election date, government leadership and basic principles of the new constitution. HLPC, on the other hand, is adamant on November 19 polls, Shrestha said.

Nepali Congress President Sushil Koirala and CPN-UML leader Madhav Kumar Nepal today apprised the HLPC meeting what CPN-M leaders Baidhya and CP Gajurel told them during meetings with them. Maoist leader Gajurel had opined that the conference could go on for two-three months, as it has many disputed issues to settle, sources said.

“Koirala and Nepal expressed doubt over CPN-M’s willingness to participate in the CA polls. They said the CPN-M wanted to hold the round table conference to discuss every disputed issue and decide on them. After the HLPC sensed that there were contradictions about the purpose and the modalities of the conference, it decided to hold conclusive talks with the agitating parties tomorrow,” said Shrestha.

MJF(Democratic) leader Jitendra Dev said the HLPC members were not so hopeful of the CPN-M’s participation in polls, as the latter was rigid on certain demands, such as adopting fully proportional representation system in the CA polls. Sources said during the informal meeting the CPN-M leaders were not even ready to make public commitment on their participation in the CA polls even if the HLPC members agreed to postpone the November polls till April.

Before the talks between the HLPC and CPN-M-led 33-party alliance, the UCPN-M is scheduled to hold a separate meeting with the CPN-M tomorrow morning.
