Secretary of CPN-M, Dev Gurung, has claimed that the election to the second Constituent Assembly scheduled for November 19 will again fail to deliver the much-awiated new constitution of the country.

Speaking at an interaction organised by the poll-opposing 33-party alliance in the capital on Tuesday, leader Gurung said that the CA election that is being carried out without forging consensus on the inherent issues of the constitution to be drafted will again fail to draft and promulgate new constitution for the country.
He was of the opinion that the political parties and concerned stakeholders should first analyze and review as to why the dissolved CA failed to draft the much awaited new constitution in the first place.
